In our blog on the Anabin database, we mentioned the ZAB as the partner tool to Anabin. This blog explains the ZAB and its key document - the Zeugnisbewertung, or Statement of Comparability - in full. It is one of the more confusing pieces of the recognition puzzle, because it sits alongside (but is separate from) the professional recognition that lets you practise. Getting the distinction clear saves a lot of confusion.
Understanding the ZAB matters because for certain visa routes and certain situations, a Statement of Comparability is exactly the document that strengthens your case - and knowing when you need it (and when you do not) keeps your application efficient.
The ZAB - Zentralstelle fΓΌr auslΓ€ndisches Bildungswesen, the Central Office for Foreign Education - is the German authority responsible for evaluating foreign educational qualifications. Based in Bonn and operating as part of Germany's Standing Conference of the Ministers of Education (KMK), it is the official body that assesses how a foreign degree compares to the German education system. It is also the office that maintains the Anabin database covered in our earlier blog.
Think of the ZAB as the official evaluator of foreign degrees. Where Anabin is a database you can browse yourself, the ZAB can issue you a formal, personalised assessment document - the Zeugnisbewertung - that carries official weight with employers and authorities.
A Zeugnisbewertung, in English a Statement of Comparability, is an official document issued by the ZAB that formally states what your foreign higher-education degree compares to in the German system. For an Indian physiotherapist with a BPT, for example, it states how that degree maps onto German qualification levels. It is, in effect, an official translation of your qualification's value into German terms that German employers and authorities readily understand and trust.

This is the single most important thing to understand, and where most confusion arises. The ZAB's Statement of Comparability assesses your degree academically - it tells everyone what your qualification compares to. But it does NOT, by itself, give you the legal right to work as a physiotherapist in Germany. That right comes only from professional recognition (the Anerkennung leading to the Erlaubnis), because physiotherapy is a regulated profession.
